The ballroom of the Arch-Minister’s palace smelled of expensive perfume and moral decay.
Elara Blackwood swirled the champagne in her crystal flute, watching the light refract through the liquid. It was vintage, likely aged in barrels worth more than a commoner’s life. Around her, the elite of Ouroboros preened like peacocks, their chests pinned with shimmering Gold Tokens—the physical manifestation of their "good karma."
"Smile, darling," a low voice murmured near her ear. "You look like you’re plotting a murder."
Elara turned to face her husband, Julian. As the High Inquisitor of Ouroboros, Julian Blackwood was the most feared man in the city. He wore his uniform—black velvet with silver threading—like a second skin. His face was a mask of aristocratic boredom, sharp-jawed and cold, with eyes the color of a winter sea.
"I was merely admiring the Arch-Minister’s collection," Elara lied smoothly, adjusting the diamond choker at her throat. "And I wasn't plotting a murder. I was plotting a nap."
"The burden of socialite life," Julian deadpanned. "Try to endure. Vane is making an announcement shortly."
Elara took a sip of her wine to hide her sneer. The Karmic System was supposed to be perfect justice. You help a neighbor? A gold coin manifests in your pocket. You kick a dog? A black bruise appears on your shin. But the rich had found a loophole. They built the Grand Ledger, a magical bank that allowed them to transfer their "rot"—the physical debt of their sins—into the accounts of the desperate poor in the Undercity.
Elara felt the familiar prickle of magic beneath her skin. She was a witch—a "natural," born with chaotic magic that didn't follow the transaction laws. In Ouroboros, her existence was a capital offense. Julian’s job was to hunt people like her.
"Oh, look," Elara said, feigning concern. "Councilman Drax is looking rather... grey."
Across the room, a rotund official was laughing loudly, but his skin had the pallor of ash. He had been siphoning too much rot lately. As he reached for a canapé, Elara focused. She didn't use a spell; she just nudged the probability threads. A tiny push of chaotic will.
Drax stumbled. His foot caught the hem of a lady’s gown. He pitched forward, crashing into a waiter carrying a tray of red wine. The crash was spectacular.
"Bad luck," Julian murmured, not looking at the scene. He was looking at Elara. "Karma has a way of catching up."
"So they say." Elara met his gaze. For a second, the air between them crackled. It wasn't passion—or at least, she told herself it wasn't. It was the tension of two predators sharing a cage.
A servant in a red sash—a marker of the Undercity service caste—slipped past them to clean the mess. As he brushed by Elara, a folded napkin was pressed into her palm.
Elara didn't flinch. She slid the napkin into her clutch with the grace of a magician.
Five minutes later, in the sanctuary of the ladies' powder room, she unfolded the note. It was stamped with the seal of "The Scales"—her rebel cell.

Elara stared at the paper, her blood running cold. A Total Purge meant dumping millions of units of rot onto the poor all at once. It wouldn't just indebt them; it would liquify them.
She burned the note with a flick of her finger, the ash vanishing before it hit the sink.
She had to break into the most secure building in the city. She had to disable the Siphon. And she had to do it without her husband, the city’s supreme hunter, noticing that his wife was the very terrorist he had been hunting for three years.
